The Civil Aviation Organization expressed concerns about aviation security in Russia

In Russia, there is an unresolved problem of flight safety due to the registration of aircraft in the register of civil aircraft under different jurisdictions, according to the Bulletin of the International Civil Aviation Organization (ICAO). This was reported by RBC.

According to the authors of the bulletin, due to such registration, there is a problem with the validity of licenses for radio equipment installed on board, and airworthiness certificates in general. ICAO spokesman Anthony Philbin explained to the publication that registering aircraft in more than one country violates Art. 18 of the Chicago Convention, which entails problems with the recognition of licenses and certificates.

ICAO notes that if the Russian side does not solve this problem before September 14, 2022, information about the organization’s concerns will become publicly available, and Russia will be among the countries where problems with ensuring flight safety are officially declared.

The representative of the Federal Air Transport Agency told RBC that the position of the department has not changed since April – then the agency said that the actions of unfriendly countries jeopardize the global air traffic system. Also, the Federal Air Transport Agency stated that there was no evidence of non-compliance of the aircraft with ICAO requirements.

After the start of the special operation in Ukraine, Western countries imposed sanctions, which, among other things, affected the Russian aviation industry. Unfriendly countries have closed the skies for Russian aircraft, Russia has introduced mirror measures. As Minister of Transport Vitaly Savelyev reported, now Russian airlines fly to only 11 countries of the world. Russian carriers were forbidden to purchase foreign-made aircraft and spare parts for them, as well as to carry out maintenance and insurance of aircraft. Foreign lessors demanded that domestic airlines return the leased aircraft by March 28. But by decision of the Russian authorities, most of the aircraft remained inside the country and are transported along domestic routes due to the threat of arrest.
