The State Duma will prohibit all citizens of “unfriendly countries” to adopt children from Russia

The deputies claim that more than 455,000 orphans are now being raised in Russian families, and the number of citizens who decide to adopt children into a family is growing. In 2017, 380 orphans were adopted by foreign citizens, in 2020 – 38 children, in 2021 – 69 children, the document says. In total, 17,498 Russian children are being brought up in foreign families.

The Russian authorities consider 49 states unfriendly, including all EU countries, the USA and Great Britain.

For the first time, the State Duma limited the possibility of adoption of children by foreigners in 2012. Then, in response to the adoption of the “Magnitsky Act”, imposing personal sanctions against Russian officials, the State Duma adopted the “Law of Dima Yakovlev”. One of amendments to it forbade US citizens to adopt Russian children.

The reason for the adoption of the document was a resonant case with two-year-old Dima Yakovlev, who was adopted by a family from the United States. The child died in 2008 after his adoptive father left him for the whole day in the car in the sun.
