Disabled people of the war with Ukraine were promised benefits like blockade survivors

Deputies want to expand benefits for participants in the war with Ukraine. For this purpose, a draft law on free social services for combat invalids was submitted to the State Duma.

The amendments will affect six categories of citizens:

The explanatory note notes that in most regions these categories already receive social services free of charge, if we talk about people who were affected by the Second World War; and the amendments will only “improve the effectiveness of the implementation of support measures already provided for by federal legislation.” However, the draft law is “important for the comprehensive provision of social protection” of the participants in the war with Ukraine, “who became disabled due to injury, concussion, injury or illness received in the performance of tasks.”

Social services include free assistance in hospitals and at home, as well as ongoing, periodic or one-time assistance, including cooking, repair and cleaning of premises, medical assistance, psychological counseling, employment support, education and legal services, and so on.

Changes will be made to Art. 31 of the Law “On the Fundamentals of Social Services for Citizens in the Russian Federation”. Among the authors of the amendments are Senator Andrey Turchak, Secretary of the United Russia General Council, Viktor Bondarev, head of the Federation Council Committee on Defense, former Commander-in-Chief of the Aerospace Forces, State Duma Deputy, Cossack General Viktor Vodolatsky and others.

At the end of March, Vladimir Putin signed a law recognizing veterans of the war in Ukraine as veterans. Thus, they received the right to benefits when paying for utilities. They will also be provided with tax, transport, land, housing and other preferences.
