“Why don’t ex-military people become good politicians? People with a broad outlook, with a good education. Earlier, Gurulev said that he had “great respect” for the owner of the Wagner PMC, Yevgeny Prigozhin, and the organization he created. Despite the fact that Russian law expressly prohibits the use of private armies, the legislator justifies the existence of Wagner PMCs by the fact that they are “all over the planet.”

At the same time, the law “On the Election of Deputies of the State Duma” prohibits former convicts under serious articles from being elected to the Duma. AT Article 4 states that “a person who has been sentenced to imprisonment for a serious crime, whose conviction has been expunged or expunged, [не имеет права избираться депутатом Госдумы] until the expiration of 10 years from the date of removal or cancellation of a criminal record.
