Explain the redesign

After intense negotiations, Emmanuel Macron also made 11 changes to the government team, with the entry of eight new ministers and the promotion of Gabriel Attal to education, who will have to prepare for the start of the school year.

The occasion to send a warning to his ministers on Friday, whom he asked to be “exemplary” and above all to bring “efficiency” rather than “speaking by mail”. Because for him “a large part of the democratic crisis is linked to the fact that decisions do not come quickly enough in the lives of our compatriots”.

Taking stock of the “100 days”

On the “100 days”, which should bring “pacification” to the country after the pension crisis, the head of state drew a positive balance on some main axes such as work, republican order or public services. With a filigree “clear course”, he says, “that of the country’s independence”, thus declining his mantra around the sovereignty of France.

But he was also confronted, in late June-early July, with several nights of urban riots, following the death of the young Nahel killed by a policeman in Nanterre. In this regard, Emmanuel Macron has renewed his promise to provide “in-depth answers”, referring to the start of the school year. With the summer recess looming, and a final Wednesday videoconference cabinet meeting before this exercise returns on August 23, the executive has yet to put the finishing touches on the presentation of its ‘ecological design’, to be unveiled at the end of August.

The budget challenge

But the main challenge to face is the preparation of the budget, a technical as much as a political challenge. The president has already warned that in matters of public finance the “picture” would be “demanding” and “order” would prevail. He would thus join a strong request from the Republicans, a key group in the Assembly where the executive does not have an absolute majority. Because the LRs are already raising the specter of a motion of censure that risks overthrowing the government if they deem the budget too lax.
